Looking for a consultant - with proven expertise - who understands apparal sourcing processes, Can help us with org and process design, JD development and help us look at a system overhaul.
Needs to be China based, ideally in Shanghai or Suzhou.

Apparel sourcing nowadays goes further than China, so I moved on to the Indian SubContinent.

1, Preparations:
1) Find someone with wide connections in this field-chinese do business on relationship basis rather than credit basis;
2) Prepare all your sourcing documents ready and make them professional;
3) Prepare all fabric swatches and artwork;
4) Find a good forwarder.
2. Move forward:
1) Send suppliers your fabric swatches (do not wish them will return back if they can not produce for you) and artwork for quotation;
2) If quotation is ok, visit the factory;
3) Ask supplier produce samples for you--pay the freight charge on your account--do not cooperate with factories ask for sampling charge and do not cooperate with those bear all costs on their account;
4) Negotiate payment terms.
5) Check fabric quality in the supplier's fabric warehouse personally;
6) Check pre-production samples before mass production;
7) Check mass production status to make sure delivery time can meet;
8) Check quality before shipment.
